To my immediate left is Professor Michael Gottesman (Georgetown University Law Center) who argued the case on behalf of Lois and Elaine, and to my next far left, Professor Irv Gornstein (Georgetown University Law Center) who argued the case on behalf of the United States. Between them is Jennifer Mathis (The Bazelon Center for Mental Health Law) who has spent, I think, most of her career at the Bazelon Center litigating, and organizing, and helping to coordinate folks on Olmsteadrelated issues. She played an important role in this case as it proceeded to the Supreme Court

    Horizon effects for surface waves in wave channels and circular jumps

    Surface waves in classical fluids experience a rich array of black/white hole horizon effects. The dispersion relation depends on the characteristics of the fluid (in our case, water and silicon oil) as well as on the fluid depth and the wavelength regime. In some cases, it can be tuned to obtain a relativistic regime plus high-frequency dispersive effects. We discuss two types of ongoing analogue white-hole experiments: deep water waves propagating against a counter-current in a wave channel and shallow waves on a circular hydraulic jump.Comment: 4 pages, 2 figs.     Policy Opportunities for Promoting Employment for People with Psychiatric Disabilities

    Outlines policy opportunities that can be leveraged to expand opportunities for people with psychiatric disabilities to successfully obtain and maintain employment, including increased access to career development, supported employment, and critical health services. The authors’ recommendations include: Develop guidance and incentives for Medicaid coverage of supported employment. Maximize opportunities for access to healthcare made possible by the Affordable Care Act. Continue service innovations focused on educational and career development. Include people with psychiatric disabilities in federal and state employment initiatives. The authors say there is compelling evidence that people with psychiatric disabilities want to work, but statistics show their employment rate is low. When people are provided with appropriate supports and services, employment is attainable and leads to social inclusion, better health, reductions in public spending, and economic advancement

    Satellite Monitoring of Terrestrial Plastic Waste

    Plastic waste is a significant environmental pollutant that is difficult to monitor. We created a system of neural networks to analyze spectral, spatial, and temporal components of Sentinel-2 satellite data to identify terrestrial aggregations of waste. The system works at continental scale. We evaluated performance in Indonesia and detected 374 waste aggregations, more than double the number of sites found in public databases. The same system deployed across twelve countries in Southeast Asia identifies 996 subsequently confirmed waste sites. For each detected site, we algorithmically monitor waste site footprints through time and cross-reference other datasets to generate physical and social metadata. 19% of detected waste sites are located within 200 m of a waterway. Numerous sites sit directly on riverbanks, with high risk of ocean leakage.Comment: 14 pages, 14 figure

    The neuropeptide neuromedin U promotes autoantibody-mediated arthritis

    Introduction: Neuromedin U (NMU) is a neuropeptide with pro-inflammatory activity. The primary goal of this study was to determine if NMU promotes autoantibody-induced arthritis. Additional studies addressed the cellular source of NMU and sought to define the NMU receptor responsible for its pro-inflammatory effects. Methods: Serum containing arthritogenic autoantibodies from K/BxN mice was used to induce arthritis in mice genetically lacking NMU. Parallel experiments examined whether NMU deficiency impacted the early mast-cell-dependent vascular leak response induced by these autoantibodies. Bone-marrow chimeric mice were generated to determine whether pro-inflammatory NMU is derived from hematopoietic cells or stromal cells. Mice lacking the known NMU receptors singly and in combination were used to determine susceptibility to serum-transferred arthritis and in vitro cellular responses to NMU. Results: NMU-deficient mice developed less severe arthritis than control mice. Vascular leak was not affected by NMU deficiency. NMU expression by bone-marrow-derived cells mediated the pro-arthritogenic effect. Deficiency of all of the known NMU receptors, however, had no impact on arthritis severity and did not affect the ability of NMU to stimulate intracellular calcium flux. Conclusions: NMU-deficient mice are protected from developing autoantibody-induced inflammatory arthritis. NMU derived from hematopoietic cells, not neurons, promotes the development of autoantibody-induced inflammatory arthritis. This effect is mediated by a receptor other than the currently known NMU receptors

    Dendritic cell based PSMA immunotherapy for prostate cancer using a CD40-targeted adenovirus vector

    Human prostate tumor vaccine and gene therapy trials using ex vivo methods to prime dendritic cells (DCs) with prostate specific membrane antigen (PSMA) have been somewhat successful, but to date the lengthy ex vivo manipulation of DCs has limited the widespread clinical utility of this approach. Our goal was to improve upon cancer vaccination with tumor antigens by delivering PSMA via a CD40-targeted adenovirus vector directly to DCs as an efficient means for activation and antigen presentation to T-cells. To test this approach, we developed a mouse model of prostate cancer by generating clonal derivatives of the mouse RM-1 prostate cancer cell line expressing human PSMA (RM-1-PSMA cells). To maximize antigen presentation in target cells, both MHC class I and TAP protein expression was induced in RM-1 cells by transduction with an Ad vector expressing interferon-gamma (Ad5-IFNγ). Administering DCs infected ex vivo with CD40-targeted Ad5-huPSMA, as well as direct intraperitoneal injection of the vector, resulted in high levels of tumor-specific CTL responses against RM-1-PSMA cells pretreated with Ad5-IFNγ as target cells. CD40 targeting significantly improved the therapeutic antitumor efficacy of Ad5-huPSMA encoding PSMA when combined with Ad5-IFNγ in the RM-1-PSMA model. These results suggest that a CD-targeted adenovirus delivering PSMA may be effective clinically for prostate cancer immunotherapy

    3-He in the Milky Way Interstellar Medium: Ionization Structure

    The cosmic abundance of the 3-He isotope has important implications for many fields of astrophysics. We are using the 8.665 GHz hyperfine transition of 3-He+ to determine the 3-He/H abundance in Milky Way HII regions and planetary nebulae. This is one in a series of papers in which we discuss issues involved in deriving accurate 3-He/H abundance ratios from the available measurements. Here we describe the ionization correction we use to convert the 3-He+/H+ abundance, y3+, to the 3-He/H abundance, y3. In principle the nebular ionization structure can significantly influence the y3 derived for individual sources. We find that in general there is insufficient information available to make a detailed ionization correction. Here we make a simple correction and assess its validity. The correction is based on radio recombination line measurements of H+ and 4-He+, together with simple core-halo source models. We use these models to establish criteria that allow us to identify sources that can be accurately corrected for ionization and those that cannot. We argue that this effect cannot be very large for most of the sources in our observational sample. For a wide range of models of nebular ionization structure we find that the ionization correction factor varies from 1 to 1.8.     Marine CO2 Patterns in the Northern Salish Sea

    Marine carbon dioxide (CO2) system data has been collected from December 2014 to June 2018 in the Northern Salish Sea (NSS; British Columbia, Canada) and consisted of continuous measurements at two sites as well as spatially- and seasonally distributed discrete seawater samples. The array of CO2 observing activities included high-resolution CO2 partial pressure (pCO2) and pHT (total scale) measurements made at the Hakai Institute’s Quadra Island Field Station (QIFS) and from an Environment Canada weather buoy, respectively, as well as discrete seawater measurements of pCO2 and total dissolved inorganic carbon (TCO2) obtained during a number of field campaigns. A relationship between NSS alkalinity and salinity was developed with the discrete datasets and used with the continuous measurements to highly resolve the marine CO2 system. Collectively, these datasets provided insights into the seasonality in this historically under-sampled region and detail the area’s tendency for aragonite saturation state (Ωarag) to be at non-corrosive levels (i.e., Ωarag > 1) only in the upper water column during spring and summer months. This depth zone and time period of reprieve can be periodically interrupted by strong northwesterly winds that drive short-lived (∼1 week) episodes of high-pCO2, low-pH, and low-Ωarag conditions throughout the region. Interannual variability in summertime conditions was evident and linked to reduced northwesterly winds and increased stratification. Anthropogenic CO2 in NSS surface water was estimated using data from 2017 combined with the global atmospheric CO2 forcing for the period 1765 to 2100, and projected a mean value of 49 ± 5 μmol kg-1 for 2018. The estimated trend in anthropogenic CO2 was further used to assess the evolution of Ωarag and pHT levels in NSS surface water, and revealed that wintertime corrosive Ωarag conditions were likely absent pre-1900. The percent of the year spent above Ωarag = 1 has dropped from ∼98% in 1900 to ∼60% by 2018. Over the coming decades, winter pHT and spring and summer Ωarag are projected to decline to conditions below identified biological thresholds for select vulnerable species
